§ 21-56. Responsibilities of property owners.

  • (a)

    The owner of any property served by the sewer system shall be responsible for maintaining at his expense the condition and free flow in the building sewer and sewer connection to the sewer main.

    (b)

    The owner of any property served by a sewer connection that carries industrial waste into the public sewer shall install a suitable control manhole in the building sewer to facilitate observation, sampling and measurement of the waste. He shall also install a sample valve on any force main coming into the sewer system. The manhole and sampling valve shall be accessibly and safely located. The manhole and sampling valve shall be installed by the owner at his expense, and the owner shall maintain them at his expense so as to be safe and accessible at all times.
